Legalization of gambling business in Ukraine: how will the hotels work

Members of the Ukrainian Parliament supported in the second reading and adopted the bill No. 2285-d “The state regulation of the organization and conduction of gambling”. The document touches the activities of casinos, slot machines, lotteries and betting activities.

MAIN POINTS

• Slot machines can be placed in rooms with an area of 300 m2 for hotels with 25 rooms (for the capital – from 50 rooms) with a category of 3, 4 or 5 stars in localities with a population of more than 10,000;
• Casinos can be organized only in five-star hotels with room capacity of 100 rooms (for hotels in the capital – from 150 rooms), the room for the casino should be an area of 500 m2 or more.
• Poker clubs are allowed to operate exclusively as sport clubs. Poker clubs will be placed in the casino.
• Betting firms are now allowed to work online and offline. Their offices should be located in 3*-5*hotels.
• The law allows the organization of gaming zones.
• The document provides for investment licensing for casinos for ten years on a free basis, subject to the construction of a hotel with 150-200 rooms.

Of course, the bill is not limited to this. It still has many points that regulate the standards for the implementation of all processes related to gambling.

For example, the creation of the state commission on regulation of the gambling market, rigorous identification to ban persons under the age of 21, the organization of the registry of players, creating a list of “austerity” for the affected players, etc.
